You can do it, but it's a tight budget.

Bass - keep it simple: 12" or 15" bass guitar speaker (or similar).
Mids (300 to 6000Hz) - small Fostex in conical front horn (eg check the archives for the terms "Fostex" + "Conical" author "Greg B")
Highs - piezos. Again, check the archives for how to optimise them.
