My Grado SR60i phones are very sensitive. The specification is 98dB/1mW, and I think that's conservative. In my recent bench tests at 400Hz, anything above 20mV RMS was LOUD. That would be equivalent to roughly 0.01mW (32Ω impedance). These aren't the physical style you're asking about, but maybe this info will be helpful just the same.
