Buy used. There are some great deals out there. I suggest looking at head-fi.org. I've owned a DIY altoids style headamp(~$20 in parts), HRT Headstreamer DAC/amp combo ($150 new - $75-$100 used), Musical Fidelity X-can V8 (~$600 new, $300 used), and Ray Samuels P-51 Mustang ($500 new - $250 used). I recommend all of them! The Ray Samuels is my favorite by far. I've also read great things about Musical Fidelity Vcan which is much cheaper than the Xcan but suposedly very close to the quality.
The DIY Altoids style headphone amp is your best bang for the buck if you are handy with a soldering iron and can work your way around basic circuit schematics. They sound wonderful and are very cheap to produce. You could also probably pick one up from someone who has a cottage industry on ebay for ~$60-$80. If you are not familiar with these amps I'm linking an example below. I know nothing of this particular design, it was just the first search return on Google.
If you need a lower budget option and are not handy with a soldering iron Fiio makes products that have a very strong following. Fiio is definitely one of the best budget brands around, at least by reputation. I have never actually heard one.
I have an Altoids style headamp I no longer use and would be happy to donate to the cause, but there is one problem with it; it is designed for very high impedance. If you have a low impedance set of headphones which is common these days this amp would be very very bright. I would not recommend it. If you have a high enough impedance set of headphones, its your free. I've received enough freebies and its probably time I give something back.
