The 6550's aren't your problem. What is the front end tube? I don't know that amp in particular. Is it an SET or a push/pull. How many 6550's? There is a couple of ways to do it but the best is lowering the gain of the front end. The easiest is to make a voltage divider with two resistors. Tie two ends of the resistors together(use two 50K quarter or half watt). One open end of the resistor pair goes to the RCA input, the tied end then goes where the wire from the RCA input went(I am assuming the input of the volume control) and then the other resistor open end goes to ground. This is a way but not the best sounding. The tied ends represent the wiper of a volume pot. That always goes in the direction of the signal.
