What is the voltages(AC) on the secondary of the HV windings before it is rectified? Depending on where the cap is after the rectifier you should multiply the AC volatage on the secondary by 1.4. If it is choke couled(choke on pin 8 with a cap after the choke) then multiply by 1.2. If there is not spec written on the power tranny itself you can measure it. Just take out the rectifier tube, turn on the amp and measure the AC across pins 2 and 4(red wires) of the tube socket. Divide that number by 2 and then multiply by 1.4 or 1.2(depending on where the choke is coupled). You should be around that voltage when you rectify the B+ with no current draw. Just make sure the caps can handle the extra voltage.
Another way to do the voltage reading is by measuring either pin 2 or 4 to the center tap of the HV. That number by 1.4 or 1.2(depending) will be your final voltage before any current draw, or the thereabouts.
