1) Dropping resistors at the preamp's input.
2) Change the Vpots impedance. (If they're 50K go to 10K-25K) and shunt them.
3) Voltage divider on the preamp's outputs, one of which would be adjustable.
...just a few ways of dealing with the gain issue.
What preamp is it?
