That's a good testing location on the other side of the crossover. That means the series capacitor would not invalidate your ohmeter reading.

It seems you probably have a break in the tweeter foil somewhere or in the area of the connections to the screw terminals. That area is usually covered in paint so probably not an issue.

You need to take a close visual look at the transducer side. I suspect you'll see the problem. If it's a small hairline crack you should be able to bridge it with a repair kit.
