I would think that the list of improvements you can do to the 1.7s, to make them sound better, are the same as with every other model. In order of sonic improvement, I would suggest it goes like this (in sonic benefit order - not "effort" order):
1. Replace MDF frame with a hardwood frame. This also removes staples as the method of fixing the driver to the frame.
2. Braced stands.
3. Rewire, as you say, to remove connection bar and fuse(s?). Whilst you're doing this, replace the stock speaker wire connectors on the back-plate with decent BPs (or, much cheaper and I suspect better sonically - but certainly no worse, due to the reduced mass of metal involved - Multi Contact banana sockets).
4. Replace XO with one made from high-quality parts (and mount it externally, in isolating feet).
Re. replacing the treble resistor. I presume the one that comes with the speakers is the normal white, ceramic one? In which case, yes, it can certainly be improved (if you really need it). Buy pairs of relatively cheap 12w Mills, wire-wound resistors from Parts Connexion or Michael Percy in a few different values (like 0.5ohm, 0.75ohm, 1ohm, 1.25ohm & 1.5ohm), decide which value you prefer and then buy that value in a Duelund (also from Parts Connexion).
