The fact that both halves draw current for a while, then one gives up, indicates that it isn't tube parameters that is the problem. Although, if the "normal" current draw only persists for a couple of minutes and one half takes over gradually (like as tubes warm up and change), then perhaps you just have an ECC99 that has poorly matched triodes. Try other tubes to see if they behave differently.My experience with 6BX7GTs shows a limit of about 20% of the current through one triode and 80% through the other in poorly internally matched tubes, rather than something more severe like you have observed. But perhaps the statistical spread is greater for ECC99s?
