I know there's lots of debate over the usefulness of cable risers and some on the market are very expensive. There are many DIY possibilities but one option (I don't think) has been mentioned here.
Concrete rebar chairs come in various shapes and heights and best of all are very inexpensive. I purchased two dozen for about Cdn$8 and placed them under my speaker cables. The ones I bought look a little like the supports for the Brooklyn Bridge. Do they work? Well, they make the floor look tidier and they do support the cables well but whether they change the sound is - as always - up to debate.
Suspend all cables and power cords using string attached to eye hooks in ceiling with a short rubber band tied to the string or fishing line to the eye hook, this will provide addition isolation from vibration. This method kills two birds with one stone - vibration and electric static charge. This the method I showed Pierre Sprey of Mapleshade and he suspended all cables and cords in the room at CES that way.

Paul McGowan of PS Audio recommends getting speaker cables off the floor
and I respect his opinion. The rebar chairs are an excellent, inexpensive
choice. At the price, who cares if the make a difference or not.

Why do you say that? Or is it just your gut feeling?
First, be more specific. We are talking about elevated speaker cables. Your response is way too broad.
Now do some math. Considering the sub ohm impedance of a modern class B power amplifier, just how much capacitance is being induced by the floor covering? When you arrive at that number, what is the significance on the audio signal being analyzed (listened to)?
It you who must expand your scope. Why limit yourself to R, L and C? That's so 80s.
