I always thought that was one of the coolest-looking tuners!
An experienced tech told me that the 630 had a lot of fragile connectors inside, so I would be cautious about buying one that had to be shipped.
I had a 430 and it was wonderful except HD radio made it very noisy on KBAQ Phoenix. Narrow bandwidth and high filter will solve this on most tuners, but it was the Achilles' heel of the 430. Might not be a problem for you.
Since you are in Phoenix you might want to contact Audio Doctor. I know he has worked on these. Good luck!
I'm still recovering from reading KBAQ, which is the sole reason for my tuner obsession. I've got some pretty good DAC's, but prefer KBAQ radio than streaming. My favorite so far is a Scott 310E but apparently i'm still at it.
I appreciate the Audio Doctor recommendation, but i'm retired and like to work on things. I did spray the connectors, but that is all I have tried.
Looks like the companion to the FM only 430 tuner.

So far nothing appears to work. I have only tried spraying the connectors and even though my goal was KBAQ I will still try to get it working.
is the unit power supply the likely culprit?
If nothing in the preamp section works either then you don't know if there are problems with the FM.

The tuning lights are working, hear some crackling, and hum when turning volume pot, but not related to tuning. I haven't checked supply voltages, but what I suspect is the connectors that others have mentioned. I did inspect and spray them, but I didn't see any problems nor did the spray help. The report about KBAQ is having me put this on the back burner. But the biggest problem is that I'm working on way too many things at one time.
My list includes things I'll not likely ever get to.
