You can finish the tubes any way you want, I see no problems with the plastic laminate. I would be concerned about it peeling off over time due to the small radius of curvature, so be aware that they might start out looking OK, and then peel and look bad. If the laminate peels, this WOULD affect the operation, as it would change the spacing between the tubes, whioch should be maintianied regardless of what is placed over the tubes. If the laminate has any significant thickness, then the spacing shouild be adjusted accordingly.You might want to use dabs of super glue at the seams of the laminate, so they will stay down better. Super glue (cyanoacrylate) usually will bond right through most peel and stick pressure sensitive adhesives.
A metal flake paint might be a better idea, as this would never become a concern for peeling off. For painting the tubes, I would recommend cleaning them with pure (better than 90% alcohol, no lanolin like regular rubbing alcohol) isopropyl alcohol, and then a light sanding to roughen the surfoace so the paint will stick well, and be durable with incidental contact, exposure to humidity, sunlight, etc.
