In using your test method, you are only measuring the DC capacitance of the cable; not a particularily valid measurement for freqencies ranging from 20Hz to 15khz, or so. You will definately be able to "cull" bad cables this way, but there is much more depth to determining good audio quality cable. For instance, as the freqency increases, the phenonomin of "skin capacitance" comes into play, stray capacitance, how about "spray capacitance (just kidding). Point if fact: They are many variables and parameters in designing and testing speaker cable. Try using in a listening test, then measuring, then doing some "A/B" listening comparison tests on 12/3 Romex electrical cable (used in wiring houses). Amazing how much people will spend on esoteric cables because of their "brand appeal", (Monster Cable), but I digress; I will be nice and not slam the manufacturer of way overpriced cable, even though they have done their share of research. If I could afford such high end cable I would buy it. (some audio-geeks will say you can't not afford such cable, and rightly so) as the best sound from your system will be limited to the weakest part......
