No problem. As to the added cost, again, the biggest expense invloved here is labor, and an electrician won't charge more to run a 10/4 line than he will a 12/3. As most of the cost of the installation is labor I'd install the larger wire to anticipate future desire to upgrade on the basic installation. If the poster is going to run a dedicated line today he might well decide to go balanced power tomorrow, so the cheap route in the long run is to anticipate the need.
I hope that I made it clear that a water pipe ground is NG if there is any plastic involved, and also that the additional ground at the satellite box is intended to provide a secondary low impedance path to ground to augment, not replace, the main service ground, and is not attached to the neutral power leg. As to the necessity of such a ground, as a musician I often find myself working in outdoor gigs quite some distance from the power box. In those cases the ground wire is well above ground potential by the time the gear plugs into it due to the resistance of the AC line, and if you happen to be playing electric guitar or handling a mic your instrument is also quite a few volts above ground potential. If you make the mistake of standing on damp ground wearing leather soled shoes that voltage is going to find the lowest resistance path to ground, which happens to be you. The cure? For those gigs I pound a two foot ground rod into the earth no more than two feet from my amp rack and run a ground line to it. End of unintentional St. Vitus dance.
In this case the object is to keep a long high impedance ground line from becoming an antenna, but the secondary ground line-assuming it is necessary at all- definetely does not serve as a power leg. That still is handled strictly by the neutral connection between the two boxes. Grounding to rebar is good practice if you've got it to work with- in my house, circa 1938, that isn't happening. But neither is plastic pipe.
Finally, as in all cases of working with AC voltage expert installation is required to ensure a safe power source. No advance in audio quality is worth getting zapped over.
