Your RA1060 looks remarkably like my RA-971 mkI! Looks like Rotel have re-used 80% of the design...

Imho, the 2604's are pretty decent, and there are other things I would do before just swapping for very high spec newer opamps:

Based on my RA-971:

- DC blocking: there are two sets of DC blocking caps (BGs!), before and after the opamp. That's pretty overkill... I just shorted the ones at the input.
- The 2604 / 2134 / 2142 opamps can sound very nice when biased to class A. A simple resistor bias can be implemented on your 2604. Don't overdo it, or you'll cook the opamps.

I've also put in better (Rubycon ZL) caps to the p/s of the opamps, and they've made a major difference in clarity / speed.

If the 627s don't sound good in place of the 2604 / 2134, I doubt the 797 will be better. BTW, I think the 2134 is only used for the tape out circuitry.
