My own experiments suggest the low amplitude, very low frequency vibrations coming from the ground up through the floor are the ones with the greatest effect.
Coupling my CD player with cones effected a change in its sound but nothing at all like the wholesale improvement wrought by providing seismic isolation in the form of an air bladder combined with roller bearings (the "float" you referred to).
I guess that means my money is on the concept that the Earth can effect a more potent (and sonically destructive) vibration than my CD player (or pre-amp or amp or power strip) can. In fact, I did spend my money to build my "Enjoyyourshelf" racks in order to provide seismic isolation for all my gear.
One can even see the difference between coupling (with cones) and isolation (with air and rollers) in the picture from a DVD player.
