I would start with the preamps power supply before changing anything in the preamp, If this preamp is solid state check the filtering caps and if they're not high quality change to High Audio grade ELNA, Nichicon or Black Gates. Then if you have a regular diode bridge rectifier change the diodes to Ultra Fast Soft Recovery Diodes (Harris or IR) and then look at the Regulators if they are 78's and 79's then change tese to LM317 and LM337 or put in Walt Jung super regulators. It is alway best to start with the power first because everything in the preamp will receive its voltages from the power supply, then when you're done with the power supply then start on the preamp and you will hear changes in every part upgrade you do but if the design is flawed all this will not make too much of a difference. the PS upgrade will bring big improvement but if you decide to do the changes do them one at a time and give the components time to break-in before passing judgement on the component and then if you don't like you can change them back. I have done all the upgrades I have mentioned except for the Super Regulator I'm have ordered them and just waiting for them to come in so I can install them but just doing those other upgrades to my Phase Linear 5000 FM Tuner made a big difference, I was very surprised when I did the first change and every change there after just kept getting better and better.
