Touch controlled switches

I noticed there are some devices on the "home improvement" market that turn almost any lamp into a touch controlled lamp. These devices plug into your wall outlet and your lamp plugs into the device. All you do is leave the lamp manually switched on and the device takes care of controlling power via your touching of the lamp. Is this some sort of RF detection switch of some kind? Capacitance?

I guess my question is if anyone here knows of any devices like these without the 3 stage dimming (straight latching on-off). Would it be possible to incorporate something like this to where you'd touch a little faceplate or some isolated square of metal to turn your component on/off (touching anything else on the component wouldn't trip the switch but touching the isolated peice of metal would)?
