Hi Russ,I live in Germany. The system works as follows:
Underground is a 4 core Aluminium cable of substantial proportions...three 230v phases plus ground. Each core is triangular and about 1" in cross-section, so the four together form a circle. To make the connection, a ring with 4 sets of individually insulated teeth is clamped around the cable then tightened down until the teeth engage each core. The house wiring is connected to 4 separate terminals built into the toothed ring. The entire joint is shrouded in a plastic muffle, which is in turn filled with epoxy. Within the house but before the fuse box are 3 massive 65 amp fuses and the electric company is responsible for everything up to that point.
The problem affected only my house as it was the individual house connection that was faulty.
Re Lightning, since I have an all-tube system, its no problem to power down and unplug which is what I do when storms are forecast or when going on holiday.
After the join was repaired the voltage was 227 constant. Its now down at 222V, which is the lowest I've ever seen. Spec is 230V and everytime I've measured over the past 16 years is been within 3 volts. Is a 5 volt drop significant?
