First, are you sure you NEED 2 20A lines????
Have you calculated your specific load? <= 16A continuous and only (1) 20A line is all you need.
I would be more concerned with putting the dedicated branch out of phase from the "stuff" that really creates problems. FRidge, microwave, mostly kitchen stuff. If your heat, A/C etc are 240V, ain't a damn thing you can do here anyway.
The SAFEST route is using a tandem breaker. However this entire project depends how many and where space is available in your panel.
Adding a sub-panel will only give you more access for breakers. The sub-panel is nothing more than a "tap" from the breaker panel, same grunge will be there if it's in the breaker panel!
If you're concerned about grunge have him run an isolated ground from the S/E, This is allot cheaper than adding a sub-panel, cheaper permit as well.
