Arc across can happen on high voltage fuses like in the tens of kilovolts and higher, but not on any fuse you will find at home.
In fact high voltage fuses have all kinds of technologies to suppress the arc when they blow. Inert gasses and even explosive charges that literately blow the fuse apart.
