Er, how does one IMPROVE the index of refraction of a material by applying something to its surface?
The refraction index of a material is the ratio of the speed of light in a vacuum versus the speed of light in the material in question. The best you can do is break even. Not improve anything. Applying a substance to the surface that has a better refractive index than the polycarbonate of the CD will not change the refractive index of the polycarbonate.
