The Bybee name has been compromised somewhat by the "quantum" filters produced by Bybee previously, for which there is little evidence of efficacy. However, there is a fairly long thread on the Music Rails over on DIYAudio wherein the eventual conclusion was that they most likely work in reducing noise, based on the info in Bybee Labs' Music Rail patent application and by analogy to other similar circuits that DIYers have used over the years.
In addition, I personally saw a decrease in noise on my oscilloscope when comparing noise in vs noise out in the EQ circuit I used them in. I'd estimate a decrease of 50% based on eyeballing the scope readings.
So, while I understand the scepticism of Bybee, these units actually do produce measurable noise reduction. Whether that reduction will be audible in your circuit depends greatly upon the circuit topology
