The product does not appear to be counterfeit, but the seller is disingenuous by describing it as NOS Western Electric wire. By reading the information tags and the printed lettering on the insulation, it's obviously a modern product made by Lucent Technologies/American Insulated Wire Corp. Furthermore, while some folks may like the sound of varnished cloth insulated 10 AWG stranded wire, the fact that the wire is tin plated won't likely please typical audiophiles. Otherwise, it would seem to be a valid product to offer within the audio marketplace, but it certainly doesn't appear to be authentic NOS Western Electric wire.
