You don't say what brand or type of preamp, and you do not describe the function of that cap in the circuit. I am sure the current value was not chosen without reason. A much smaller cap will probably affect something in the function of the preamp. Also, you should probably use a cap of equal or higher voltage rating, although that certainly restricts the field of candidates. You might contact the manufacturer and ask if that voltage is really necessary. Sometimes parts get used because they are common to several products or more than one location in the same product, not because that value is critical.
Regarding Mundorf SIO: I have recently completed lots of trials of various caps as DC blockers at the input of my power amps, and I found the SIO cap to be very detailed and layered with sweetly refined highs, but it also tilts the frequency spectrum upward to the detriment of the bass.
If you are already fixed on the SIO, you can parallel two of the largest value to get close to the 22uF. Depending on the cap's function in the circuit, I do not recommend using a large value inexpensive cap and then "bypassing" it with an expensive smaller value. I found that usually results in some "smearing" of the sound, defeating the whole purpose of using better caps. That works better in speaker crossovers, which is where my SIO's ended up. They are very nice in a tweeter circuit, bypassing some less expensive large values.
Whatever trials you undertake, remember that some caps take a long time to break in when passing low level signals. My SIO's required a month or so of regular exercise before they finally settled down. The sound changed almost daily, not always for the better, and it got pretty frustrating not knowing what my system would sound like from day to day.
