I thought I read that they were vacuum impregnated, that isn't enough?

Well, you're ahead of me, I don't. I can measure C but have to use a Fn generator and scope to measure Fr and Q and L. Maybe I should spring for one heck, even in Jr-High half a century ago I had an LCR bridge!
As you can tell by this question I'm only THINKING about playing with speakers, but why use foil inductors at all?
