You are correct. The top ball deflects vertically in compression while remaining stationary in the horizontal plane-- assuming that uniform rebound pressure is applied by the petals around the circumference of the bearing cup. The 5/8" bearing cup is dimensioned so that each of the four 1/4" balls in the lower tier is spaced precisely between two adjacent petals-- thus obtaining uniform spring pressure around the circumference.
