Break-away tabs are often scored, so it may simply require needle-nose pliers to bend a tab back and forth several times before it will snap off. Obviously, do not attempt this procedure unless you plan to wire the AC outlet as a split duplex AC receptacle.
Apply common sense torque that will provide a very solid and secure long-term grip. Don't go nuts and bust a gut -- it's not too hard to tell when tight is tight enough. Any threaded fastener can be stripped, and AC outlet termination screws and clamping plates are no more robust than other hardware parts.
