Can you please clarify the 'bias is either near zero or when turned up oscillating slowly rising from 0.3ma to perhaps more then 100ma'? The bias current will nerver be at zero unless you running in class C, the amplifier transistors will need to have bias current for themto operate either in class A or AB mode. may be you mean to say offset voltage at the output terminals? Oscillation in the amplifier will usually caused by bad filter/bypass capacitors. You need to use a scope to see the oscillation to determin the frequency and wave form of the oscillation in the bad channel.
