Installing more cold air returns will solve the problem somewhat but that is problematic and expensive. The reason behind it is that you are spreading out the amount of air which returns to the duct in various places. Right now if you only have one, all the air is drawn to it.
Another help might be to use a allergenic filter. The weave is tighter and thus may dampen the fan sound some. But otherwise there is no good solution to my knowledge.
BTW a dirty filter will make the noise louder.
