Yes, Yes, Yes!And it's measurable.
When I am inspecting medical equipment for electrical safety, I carry a testing device, made by Dale Technologies. This device measures ground wire integrity and the resistance in fractions of an ohm down to three decimal places. It is very common to get a reading of over one ohm resistance and to take some Scotchbrite(tm) cloth (rough woven plastic fiber pads) and clean the pins of the plug. Checking after the cleaning will usually reveal an drop in resistance to .100 ohm or better.The fault, occasionally lies in the receptacle. There is a go/no-go device that can be plugged into the receptacle which, when withdrawn, will test the "grip" of the device. Danger, Danger Will Robinson, lethal voltages present........don't try unless you know.
