A good conductor, such as aluminum, brass, or stainless steel, would reflect nearly all the RF energy that impinges on it.
Carbon fiber absorbs some of the energy because it has some sheet resistance.
Consider the SWR of a transmission line terminated with open-circuit, short-circuit, or a resistance close to the characteristic impedance of the line.
