A simple bipolar transistor appears as two diodes.
You can measure for conduction in one direction and open circuit in the other between the CB and BE wires, the third wire being open. This will catch most gross faults.
To test for transistor action, connect meter in ohms mode across C and E. C positive for an NPN, negative for a PNP. It should be open circuit, or at least Megohms.
Now connect something like a 10K resistor between C and B (I just use a wet finger - it is quicker!) The meter should now show conduction as the trasistor turns on . It should read well less than the 10K (or whatever) that you have used CB.
