Low ESR bypass output cap for LM317 ... an issue?

I have read in the article above that the use of a low ESR cap at the output of the LM317 voltage regulator (which is NOT a LDO regulator) can be an issue (I have not read about this problem elsewhere).

Is that really the case? If so, WHAT is the exact reason of this?
