Ok, everyone back up a step. I'm going to make a contentious
suggestion, but think about it a bit before you scream. The
fence alignment does NOT address the problem he's offered up.
It's elementary geometry. The fence merely controls the width of the
panel you are cutting. Thats all. It should be perfectly parallel to the blade to keep the cut clean, minimize kerf, and avoid excessive wear on the blade. It could be fully half an inch out of parallel and if your blade were sharp enough, and your motor powerful enough, it would motor right through and maintain a PERFECTLY parallel cut.
The problem therefore, as most of the responses here have noted, is in the blade, bearings, and the arbor structure that holds the blade shaft in place.

His saw is an old one, and the hardward that is supposed to be keeping the blade from wandering is not doing its job. A three thousand dollar fence designed by NASA engineers is not going go change a thing on this old table saw.

Even if he rebuilt the saw bottom up, the arbor still might not be rigid enough for accurated cuts. This is essentially why the most expensive table saws weight as much as a small car. The blade must be held RIGIDLY true in order to do it's job. That translates to heavy equipment. Time to get a new saw, and there are some good suggestions
already noted.
