When:-If they leak. Visual inspect or test with a meter. "Leak" means two different things A-there is lterally something leaking from them or it can mean they don't hold their charge.
-If they are a souce of nasty noise when you turn the unit on. Probably a result of becomming leaky.
-If you just want to be on the safe side, 20 years is not inappropriate. I've got some that are still good after 35 years, but much shorter than 20 years also happens.
What can you expect:
-If there are any obvious audible problems such as described above, they will go away.-If the originals are still in good condition AND were appropriately choosen in the first place you won't hear any difference.
-If they were inadequate to the task of reducing audible ripple increasing the size might make that go away.
-If they were inadequate to the task of providing current for the amp such that peaks clip before the should (based on the amp design and transformer secondaries),increasing the size might make that go away.
What you can expect depands on youir current (no pun intended) situation. Beware of the more is better falacy. There is a tendency to conclude that if correcting a deficiency improves the sound, doing even more of the same is better still. On the other hand so long as you don't increase total capacitance so much that the in-rush at power on damages other components no harm will be done.
