Hi fanotunes;Ground loop? Nope. Your tuner is picking up the "arc" across the leads of the power switch when you power down the light. Essentially it's working like a spark gap transmitter.
If you have a qualified tech install an "X" rated AC safety capacitor across the switch as a "bounce cap", the popping should go away.
Since this can cause a fire if the wrong component is used (or if it's wired incorrectly), and any time one works with house wiring he risks electrocution, I would advise that you have it done by a qualified technician/electrician. If he doesn't know what a "bounce capacitor" is for (or tries to use a cap that's not clearly marked as UL Listed and class X1 or class X2) then he's not qualified to do the job.
