Actually, the polyester batting goes over the plastic bags containing the fiberglass, and then the burlap goes over the polyester, so the burlap is on the outside. The burlap can be had in different colors, and you will hopefully be able to find one to compliment your room decor. Here in the states, Wal-mart can order jute/burlap in approx. 6 different colors in most stores that have a fabric dept., and most Fabric Stores either stock or can order various colors of jute/burlap.
If these are JUST for use as bass traps ONLY and you are not concerned about mid frequency or high frequency absorption, then you can do with out the polyester batting layer, BUT, if the bags have lots of printing and different colors on them, a single layer of burlap will probably not cover it up sufficiently, and you may need to wrap it around twice. Again, for JUST bass absorption, almost any cloth can be used, and this opens up the decor possibilities a lot.
HOWEVER, I recommend that the traps be made with some HF absorption capability, such as putting a doubled up layer of polyester batting on just one half side of the stack of bags, so that you can rotate the cylinder formed by the bags, and adjust the mid and HF absorption via the rotation, ala the original ASC traps. This then still calls for a jute/burlap type cloth OR speaker grille cloth (which usually only comes in black and brown).
