Removing toroidal transformer bolts

Is the idea behind this to decouple transformer vibrations from the chassis? I've had success sitting the transformer bolt head on the bottom of the chassis directly on a stacked pair of Mapleshade rubber/cork/rubber footers. Would removing the bolt do better than that?
How does one keep the unbolted transformer from sliding around inside the chassis and damaging the rest of the unit?
