You don't have much choice, then, but to remove the old paint. Although it may be tedious, I'd go with sanding to be safe - I'd be concerned that a solvent make make its way to the wrong place and cause a short.Spray paint will likely give you the best finish. You'll want to make sure whichever paint you buy will withstand any heat it may be subject to (I'm sure you're onto this given the current condition of the transformer).
