x-cans power supply problems?

Hi:

I just purchased a used x-cans. Right out of the box, the highs are rolled off. When
the volume is up, there is quite a bit of hum. When I cut off the power, there is a
whining tone from the left channel. Taking the unit apart, I find two of the
electrolytic caps bulging on top and they feel warm too.

My question is whether it is definitely the problem of the power supply and
whether replacing the caps will be sufficient. What can cause the caps to go bad in
the first place?

Another question, just out of curiosity. How do the tubes get their B+ high voltage,
since the wall wart is only 12V?
