I see no reason, you could not modifiy this 220v outlet into two 120v outlets. But, you need to make sure the 2-pole breaker does not have the two handles tied together with the tie bar. You need independent breakers. Also, make sure the 220v outlet has been done right. I have seen these wired poorly, using a bare neutral. You should have two insulated hots, a neutral, and a bare grounding conductor. Label the panel breakers for the new location, and your all set.
This is legal for a homeowner to do in most states. As far as the NEC AND local codes, check with your local inspector for approval. Take care!!! Greg R.
