Ed,You can try light coats of some water base spray paints available at craft & hobby stores that are used for various foam and styrofoam items. Paint cans from Auto shops will melt the foam. But, bring a sample just in case...
Oh...I rode a similiar train here in Japan to that one pictured in the 2nd to bottom row facing sideways. =]
