On a lot of these things, it really can be a matter of 'try it and see'. Having said that, I'd favour the tube over the wool because I think the wool will bed down under pressure over time and that is likely to be undesirable. It may hold up better under lighter gear.I've tried an inner tube under a CD player and ended up replacing it with Soft Shoes from Mod Squad. I found I preferred the tube harder rather than sloppier under the CDP, and even at its best came to the conclusion that it accentuated the mid to mid bass region a bit. I felt voices were great at first but, over time, came to feel it was a bit too much of a good thing. Like everything, however, that will be to some degree a product of the characteristics of the rest of my gear and you may not get the same effect. I haven't tried a tube under other components.
Some other cheap alternatives to try between plywood boards are bubble wrap (bigger bubbles are better) and polystyrene foam. You could also consider neoprene rubber sheets and sound damping material sold for auto panels. There's plenty of options and it doesn't have to cost a lot to get a big effect.
