I mean, back in the day there was some moding company that shot tone arms full of the stuff, but as peppy said it's gonna be permanent.
If you decide not to go the foam route, I would recommend highly barbecue smoking pellets. Very inert, more or less randomly sized, easy to use as a filler, and cheap. A much better solution than sand, or shot, or rice even.
