Welcome to the Asylum. We may need more info to begin to help you troubleshoot, but let me try a couple of suggestions based on what you've shared. You posted a bit about your system, which looks like a very nice one.I think I am understanding that your preamp is LTA MicroZOTL. If so, it's an excellent tube pre. It has two pairs of RCA variable outputs, and presumably you are using one pair to connect to a power amp of some kind. Use the other pair (not the fixed or tape output) to connect to your sub. You need to connect both channels, using a pair of interconnects (or a y-connector to the LFE jack). Make sure everything is connected in correct polarity. The sub should be set to 0 deg phase, but you could try switching it to 180 as an experiment.
Your floor-standing Klipsch speakers have deep bass already, but adding a sub may be an improvement. As another poster suggested, you might have the crossover on the new sub set too low. Normally I would agree with the suggestion to set it at around 50 Hz with those speakers. But as an experiment, try bumping it up higher, like 80-100 Hz just to see if you can get some volume. Won't hurt anything, it will just sound boomy. Use source material that you know has some bottom end, or if you subscribe to a streaming service you can find test tones at different frequencies. You could try running it with the power amp switched off and the sub switched on as a test, but don't do that for more than a few seconds - it's not good for your preamp.
Trying an alternate source was a good troubleshooting tactic, but I'm confused. You said that you connected it to RCA Audio Out from your TV. You don't say what TV you have, but most TVs built in the last 10-15 years don't have an analog audio output. You say that you have a 7.1.2 receiver, but not which one. Have you tried connecting the new sub to that system in place of or in addition to the sub? I'd try that next.
It's possible your sub is DOA, but since it is fresh out of the box it should be returnable. Get in touch with your dealer.
A final note: you asked for feedback from someone familiar with that particular model of subwoofer (which I am not). You're more likely to find that by posting in the Speaker Asylum. Not everyone follows General.
