You're correct in that the audio disks are coded to show that a license fee was paid. Some of the stand-alone CD copiers that were exclusive to music use were programmed to look for the code and reject blanks that did not have it.That was just appeasement to the music royalties industry. No computer based CD burner drive requires the "audio" CD to record music.
