THis is not true. The Monarchy M24 uses a Burr Brown DF1704 8 times oversampling digital filter. There is no upsampling (asynchronous rate conversion) and it does not increase the word length to 20 bit. You are right though that it is not a non-oversampling dac because it uses a very good digital filter. The DAC chips are BB PCM63, which are true 20bit chips but they will process a 16 bit signal at 16 bits. A 24 bit signal will be processed at 20 bits. The output stage is passive IV with tube output. No opamps of any kind.
