If a capacitor is functioning properly there should be no DC voltage on the other side as you expect.

Kind of depends on the termination though, doesn't it? If it's hanging out in the air like the 2nd measurement he made, and the DMM has very high input impedance, the voltage could easily charge up to some value depending on the rate of change on the other side. But in a normal circuit the capacitor is terminated on the output to give it a reference and so the DC voltage should be very low after the initial turn on transient settles out.
