IC - internal connection - could be connected to any element or support inside. EL84s from different makers and vintages vary as to how the IC pins are connected (recent Russian ones don't show any "shorts" to these pins in a tube tester - many vintage ones do).
I wouldn't risk it unless a pin says "NC" - no connection.

Right, I have checked that on the Russian 6p14p and used pin1 to mount the grid stop resistor. Although I had to caution the user to only use Russian 6p14p or check with an DMM if pin 1 was connected to pin 2 on other el84 types. cheers, Dak
